And she faces the challenge of making the case that Mr. Trump and his backers are wrong about the value of alliances. While the meetings she and Secretary of State Antony J. Fusion could have an important advantage over today's nuclear fission plants that split atoms, as it does not produce long-lasting radioactive waste.
